Guru Help!!! How to check if LC been used as Sub-LC by someone else to apply I140?

Does anybody know how to check if a certified LC has been "mysterically" used by someone else as a substitute LC? I know you could ask me to ask employer but sometimes it's the problem that the employer used your LC for someone else to apply I-140 without telling you the truth.

Is there any way to check? Can we ask USCIS if the LC has been used by an I-140 petition?

BTW, can we ask DOL to resend the official LC paper if it's locked by someone else?

I dont think there is a way to check this. 140 is employer petition and you have to rely on the employer
