Greencard for disabeld twinbrother

My twinbrother suffered steoke 10 yrs ago in netherlands, mu husband and I take care of him for the last 10 years, '
He arrived on visitors visa and overstayed 10years . He is financially independent and has full healthcare coverage in united states for the rest of his life. We have no family in Netherlands, and is my obligation as sister to take care of my brother(with all our love), however a greencard seems to be impossible, waiting time is 9 to 10 years.
Father is seriously sick, would like for my brother to see our father one more time , but how????
 
Because of the overstay, he's not eligible for a green card even if he waited the 10+ years ... unless he remained outside the US for those 10 years.

If your brother is not going to leave the US (if he did he can't return for at least 10 years), and your father can't visit the US, the best you can do is arrange some kind of videoconferencing such as with Skype. That's if somebody there can bring a laptop/tablet/smartphone to the hospital or wherever your father is staying.
