Greencard for adult son

I applied for my sister's greencard 15 years ago. She is in India. Now her date has become current but now both her sons are older than 21 and one is married. They were younger than 21 when I had filed I130. I assume married son cannot get immigrant visa with her. Can the unmarried son still get derivative visa with her. He is 27 now. I130 was filed in 2005 and approved in 2019.
 
It wasn’t approved in 2019 - you need to find the I797 that has “approval notice” under “type of notice” for the approval date. This date is crucial to calculating if he is still eligible. As you already know, the married son is not eligible.
 
It was actually approved in 2019. I have email from USCIS with these wordings...
"On December 05, 2019, we approved your Form I130, PETITION FOR ALIEN RELATIVE ..."
This I130 petition was stuck for some reason. I called them earlier this year and then they approved it in couple of months.
What formula do they use to determine eligibility for unmarried son in this case?

Well if that is factual then you can subtract 14 years off his actual age, so he will be eligible.
