Forgive my ignorace, but is this possible for employment based applications? Here is a hypothetical case (could be applied on me in some ways): 
Person is on H1-B here in the US.
Labor is filed
Person goes out of US
Gets stuck with visa stamping or some other thing...
company here files for I-140 - can that be done?
what next? I know 485 can't be filed until the applicant is in US, but can anything else be done?
Person then goes to the US embassy and gets his green card from there? is that possible?
