I am in H1B and my husband applied for citizenship on Sep 2016. He had his biometric in October-2016 and after that, we haven't heard back anything yet. My question is:
What is the fastest way for me to get Green card through him, do I have to file separate paper work or is there a way I can combine his citizen process and my Green card paper work?

At this point, the fastest is probably to wait until he becomes a citizen, and then immediately file I-130 and I-485 together. Alternately, he could file I-130 for you now in the F2A category, but the F2A category has a wait for visa numbers of around 1.5 years (although sometimes it's possible to file I-485 sooner), and so you would likely not be able to file I-485 under the F2A category before he becomes a citizen anyway. And when he becomes a citizen, the petition can be upgraded to immediate relative category and I-485 can be filed immediately, but that is no better than just filing I-130 and I-485 when he becomes a citizen.
