Green card replacement issue (see details)

My wife was on H4 visa which is valid till 6th January 2018. On 20th March 2015, her application for permanent residence was approved. However, we didn’t receive the green card as USCIS delivered to an older address (despite filling the AR-11 change of address form). Therefore, we applied to replace permanent resident card on 8th July 2015 and had the biometrics appointment on 29th July 2015.

We are planning for India trip (from 1st November 2015 to 1st December 2015) and already booked the tickets, but I am not sure with the green card issue, whether she can travel for the above trip. I have following questions:

1. Approximately how much time USCIS will take to replace green card. She filed the application on 8th July 2015, can she receive the new green card before 1st November 2015?

2. Is her H4 visa still valid? Can she travel to India on H4 visa?

3. What options do we have apart from cancelling/ postponing India trip if Green card doesn’t arrive by 1st November 2015?
 
Since she filed an I-90, she can go in to an InfoPass appointment and get an I-551 stamp on her passport. This is equivalent to the plastic green card.
