Green Card Renewal vs Citizenship

I have some questions about my Mother’s Green Card
Renewal and Citizenship.

1. My mother who just turned 60 years of age has been
living in this country for 15 years. She was granted
travel document twice but she never used them and
returned to USA within 12 months. She does not speak
English and her green card will be expiring in October
of next year.

The question I have is. Is she eligible to apply for
citizenship? If so, will the unused travel document
be counted toward her continuous residency? And how
long will it take to get citizenship because if it
takes longer than a year then her green card will be
expired. Should we apply for her green card renewal
with the citizenship? Please advise.
 
During the last 5 years, she was out of the country for 5 times, total of 25 months. In 3 times she was out for more than 6 months. But per Naturalization Eligibility Worksheet Question #4 in "A guide to Naturalization" document, it shows she is eligible because she has not been out of the United States for 30 months or more during the last 5 years.

The worksheet does not mention about continuous residency broken if out for more than 6 months. Per the worksheet, is this correct to say that she is eligible to apply? Please let me know. Thanks

Quoting from "Guide to Naturalisation" page 18.

"
If you: Have been a Permanent Resident for the past 5 years and have no special circumstances
Time as permanent resident: 5 years
Continuous Residence: 5 years as a Permanent Resident without leaving the United States for trips of 6 months or longer
"
 
More information from page 22 from same document, annswers your specific question of being out for 6 months but less than 12 months. It does however hint that you may still be eligible to apply -

"If you have taken any trip outside of the United States that lasted for 6 months or more since becoming a Permanent Resident, send evidence that you (and your family) continued to live, work, and/or keep ties to the United States, such as:
An IRS tax return “transcript” or an IRS-certified tax return listing tax information for the last 5 years (or for the last 3 years if you are applying on the basis of marriage to a U.S. citizen)
Rent or mortgage payments and pay stubs. "
