Green Card Renewal Question

I had a couple of questions on GC renewal for my wifes parents and was hoping someone here can help me with that:

1. Has anyone efiled GC renewal? If so what is the fingerprinting process and how quickly do you get the notice?

2. In the form in section 2 I am not clear what the following means:
a) permanent residence (not a commuter)
b) permanent residence (commuter)

Does anyone know the difference between these 2.

3 City of residence where you applied for an immigrant visa or AOS?
They were in India when the GC was filed but it was filed by my mom inlaws sister in the US. I wanted to know if we need to put the US city where it was filed or the city in India where they were residing when it was filed.

thanks for your response. Can you also please help me figure out whether to efile? since they were fingerprinted when they got the initial GC would they have to be fingerprinted again or not?

In the copy of the form I got from INS it says the fingerprinting is to be done by people who have turned 14. So am trying to figure out what would be the best way to file for the extension.
