Green Card/Perm application on EAD

My I485 is pending in EB3 (Priority date Dec 2005). My wife has an EAD as derivative beneficiary. She finished her studies and started working on EAD.

Her company can file her Perm on EB1. Can you please suggest if she has to be on H1-B to file her perm? Or a perm can be filed on EAD?

EB1 doesn't require LC. She can directly file her I-140 together with I-485 if visa is current.
