Green Card Lottery - Country of Birth?

I have a question concerning the lottery. I was born in Italy but I am a citizen of Germany. What happens if I select country of birth, Italy, but then select Germany as country of eligibility? I saw that the government says that if both countries are within the same region the officer may continue to process the GC application if it shows that the application had no advantage of choosing Germany over Italy. Now do you guys now if I would have an advantage choosing Germany over Italy or do you guys think that my GC would be denied based on that fact?
