A person got divorced twice in US and he is Green card holder.
1. If he marry for third time to non US resident then whether spouse will have any visa issues?
2. Will spouse eligible for dependent visa and Green card?

Yes spouse will be eligible for dependent visa and Green card. However you will have a heck of convincing to do, not impossible though. Also in my opinion wait till you become a citizen before filing for this spouse. I am not sure if you've even passed the five year mark since you were granted your original green card.

Did he get his green card through marriage to a US citizen or permanent resident?

If yes, how long ago did he get his green card? There is a 5-year waiting period to sponsor a new spouse.
