She cannot apply for EAD unless,
a) her I-130 immigrant petition for alien relative is approved,
b) AND her priority date is current,
c) AND she applies for Adjustment of status.
Expect at least 5 year wait just to reach the first part of the journey. Your wife will have to maintain her own legal status in US even after you file I-130 petition for her. Spouses of green card holders are subject to annual quotas and that causes this 5 + years backlog.
