Hi, we are planning to apply green card to my parents. But my dad is still working in India and he will retire in Jan 2014. Is this a good idea to apply green card while he is working in State government. Right now he is in America as a visitor.Appreciate your help.

Regards,
Sri.

If he's going to leave the US to go back to work soon, there's no use in trying to have him complete the process within the US now, which would require him to stay in the US long enough to get Advance Parole (2-3 months), and also have to be in the US for the interview. And then once he gets the green card he could lose it by working outside the US.

You can file for him in the near future, but choose consular processing for question 22 of the I-130, so he'll complete the process in India. He'll get an interview at the consulate about 6-12 months after you file the I-130, then after approval at the interview he'll have 6 months to enter the US.
