Green Card Expired & Applying for B2

Hello All,
I have a special situation.
My mother in law's Green card expired 5 years back. M yfather in law is US citizen. They both live in India. Now, i want to invite my mother in law to USA to visit us. What is the best and fastest way to get the visa for her?

That the card expired does not mean that the status expired. The status of permanent resident does not expired BUT can be remove/abandonment. In this case since she has been living outside the US for so many years she can be consider to abandon her permanent resident status.

Before apply for a tourist visa, the best thing to do is to verify what is the condition of her status and what she can do so they do not consider that she wants to immigrate again since she was granted a permanent residency before.
