Visa denied, what other options do we have

Sorry if this was discussed somewhere else but I wasn't able to find any info on this. I am a US citizen and my wife is from Mexico and we are living and working in Mexico. No plans to live in the US but would like the wife to be able to travel with me on vacation or just for the day, we live 2 1/2 hours from the border in Monterrey. She was denied a tourist visa soley because she was married to me, it didn't matter that I lived in Mexico and , she wasn't even given the chance to show documentation. I started the process to apply for a residency as it seems to be the only alternative. Information is very hard to find on this, I've looked on various websites and talked to Immigration officers but no one seems to know. In the mini interview here in Monterrey, the Immigration guy said maybe we could apply for a reconsideration on the visa. ???!!!! That really confused me and he couldn't really give me anymore information. Is it possible for her to get a visa? Applying for residency we will have to show solvency and ability to live in the US which may be a little difficult, though we do live well by Mexico standards. Is it possible to get some kind of residency when we have no desire to live in the US? Does she have to stay in the US for a time while applying for some kind of permit to travel to or in our case live in Mexico? Again, no desire to live or work in the US. Thank you to anyone who can help with any information in our case.
