Asylum Application Pending for 6 years, suing USCIS

Hello all,
A friend of mine applied for asylum in 2000. He was interviewed twice by an asylum officer but no decision has been given on his case, which sucks since he has not seen his wife and kids for six years now. He has been getting annual work permits since then though.
He has tried to go through his congressman and was told to either wait or sue USCIS. I told him about what some of you folks have done, suing by "Writ of Mandamus" to get your green cards. He is interested in suing them by "Writ of Mandamus", just to get a decision on his case even if it is in negative; at least he will be know and then can appeal to immigration court.
What I am wondering is if it is possible in his situation to sue USCIS? Or does it only apply to those waiting for green cards?
I am sure he will appreciate any insights you might have in his case.

Note: He is waiting for a decision on his asylum application, not the I-485.

Did you mean asylum application instead of I-485 application !!
If this is the case ..the situation look like your friend has been approved back 2000 but stuck on the name check.
 
I meant the Asylum application. Sorry, I put the green card in the title by mistake. Just fixed that.
