Did your father receive any documents from NVC? Did you receive any document from NVC?
Yes he received some documents but never returned them . Can he stll return them?

Depends on how long ago he got the docs, as well as if the case iis still active with NVC or not. Your father needs to contact NVC and find out the case status.
