If you do not have income, you do not need to file tax return

tax forms are often asked for various purposes. for example you have to show them for citizenship, mortgage companies ask for them when you are buying a house, etc. to have all the records, it is better to fill 1040 (1040A, 1040EZ) and state form. You just have to put all zeros in the corresponding lines and send it to IRS and state. This way IRS will know that you had no income and accordingly not paying taxes. If you don't submit 1040, they don't know if you had no income or had some income but not paying taxes.
