Got stamped in Philly today. Got there around 8.30 in the morning. It took 2 hrs just to get inside and pass security. After that, waited for 1.5 hrs to go to window 5 and get the number. Was called after half hr and the stamping took 10 mins. The IO took fingerprints, filled out the form and went back to check IBIS. So after more then 4 hours, got stamped and was out.
