Got someone else's INS mail to my address. Does someone know this guy?

Does anyone know Harish D Narsinga Rao? He got a mail from INS to my address in Minneapolis. I am planning to send it back saying he doesn't live at my address. He may have to change his address with INS. I got one before, which I have given in our leasing office. They must have given it back to the postman. This is a second one.

Hopefully you haven't opened the envelope. Instead of giving it to your leasing office, mark the envelope with the words, "Return to sender: No such person at this address" or something like that and hand it over to your postman or just leave it in your mailbox.
