Got RFE from NSC, 4 months after 140 RD.... 
Don't know what could it be. My employer is a public company with ~800 employees. So ability to pay shouldn't be a problem.
The lawyer is capable. The 140 petition he copied me is like 1inch thick.. with labor cert, CFO letter, company financials, my diploma etc etc.
I really think that NSC is trigger happy. My wife is working in a much smaller company and TSC approved her 140 in 3 weeks.
