It is completely bogus. Basically, USCIS openly tells me to $%^& off. I did FP1 in April, 2003, my status changed three days later to "fingerprints received, processing has been resumed", and I haven't heard from them since then.

Here is relevant portion of the reply:

The processing of your petition/application had been delayed. All petitioners/applications received by this Service are required to have routine fingerprint checks that are resulting in delays of the adjudication of petitions/applications. As a result of the lack of manpower to complete the checks in a timely manner, we have no control over how long these check will take. We can give no definite indication of when they will be completed. We apologize for the delay. Fingerprints have an expiration time frame; they are only valid for 15 months. If they are acceptable prints, then the Service can send the file for a final determination.

I'm going to visit local USCIS office next week and ask them for explanations.

My details:
RD: Feb 2003
ND: March 2003
FP1: April 2003

Hey Borov

Even I did not get 2nd FP notice .

I just went ahead to Local office and gave my 2nd FP .

My 485 got approved about 6 weeks after 2nd FP .

As you are planning to go to USCIS office/center , have them take your FP ,
hopefully it will help
