Very sorry guys for late reply. Here is my letter to congressman. Yesterday I received letter from FBI (in response to my letter to First Lady). It says that my namecheck was cleared on 17th Oct-07. I got approval email on 3rd Nov.
So send letter to Congressman as well as First Lady.
Following letter format is taken from somewhere in this forum itself. Use it for both congrssman and FL.

Sub: Request for help with expediting FBI Name Check for Green Card
Dear Congressman,
With reference to the above, I need your help with expediting Name Check from FBI. Green card case (I-485) for me and for my wife was filed on December X, 20XX at Texas Service Center (TSC). Our fingerprints were taken on December XX, 20XX. Till today our case has not been processed due to pending name check. I have included detailed information and timeline of our case below for your reference.
I have tried to resolve this problem by contacting USCIS and FBI. I was told that there is no negative information about me in FBI databases, yet the Name Check cannot be completed due to some bureaucratic issue. At this point I have exhausted all ways to improve the situation, and my only remaining hope is your help.
I finished my Ph.D. in XXXXXXX Engineering from XXXXX University in March-20XX and my wife finished her Masters in XXXXX from XXXXX University in December-20XX. Delay to my case created numerous problems for me and my family. My wife was unable to join XXXXX XXXX, as XXXX always asked for permanent work authorization. She was finally able to join XXXXX recently at XXXX, only because of her EAD card. But still she needs permanent work authorization in order to continue her work. Many banks refuse to extend a loan to person who is not legal permanent resident. The issue with my Green Card case delays my ability to apply for U.S. Citizenship and reunite with my parents. Also because I do not have Green Card, I have to pay hefty fees to let me and my family work and travel. Despite of being highly qualified for a Green Card, our case is stuck only due to pending Name Check with FBI.
I would be greatly obliged if you could please assist with expediting FBI Name Check for my case. Thank you very much for your time and consideration.

January XX, 2007: I-140 for my case was approved.
January 2nd week, 2007: Contacted FBI asking about status of Name Check. Only information available was that fingerprint report was sent to USCIS on 14th December 2006.
January 4th week, 2007: Contacted Texas Service Center asking about status of case. No new information available for the case.
July 4th week, 2007: Contacted Texas Service Center asking about status of case. Name check for me pending. Case can not proceed without any result from name check.
August 9th, 2007: Infopass appointment in XXXX Center. Officer told that name check and background check result for my wife are available but these results are still pending for me. Case can not proceed without any result from name check.
