Got GC by mail without stamp

My brother friend got his GC by mail last week. He apply his 485(Asylum based) Sep. 1999. I think last month Immigration ask for some additional REF and he send those over the mail. And last week he got his GC over the mail. They don't even call him for Stamping. FYI the GC date is not backdated. My question is Asylee can get GC without stamp?

was he given a biometric? May be they changed the rule
 
Here we go....

I posted a reply to the stamping question couple of days ago. This stamping process will phase out and anyone who gets approved will get their GC within weeks.

Sometime back I remember reading about some pilot programs CIS had going to some areas which resulted in getting the GC really fast (couple of months) so maybe they're expending on that..
 
His GC was not backdated

Did you guys notice that his GC was not backdated???
Is it beacuse it is done automatically?

He did FP couple of months ago. Beside that he never recived approval latter Just got his GC(Plastic card) by Mail
