Got a request for FBI cert 2nd time

Hi Gurus
I submitted my app in Feb 2007 with police cert from FBI and India .The app was sent to Buffalo.I did my medicals in Oct 2008 .Yesterday I got a request for updated FBI police cert to continue processing.

My initial FBI report was from Nov 2006 .So its more than 2 years old .
Is this normal for them to request updated FBI cert ?
