Good way to delay approval process

The folks at BCIS are cleverly delaying the process of approval by 'Transferring' the cases to the local offices. Once the case is 'Transferred' it will again increase the wait period.

Yesterday I was running the script(scan 485). I have pervious scan results trying to compare them I found the following,
some of the RFE's transferred to local offices, Resumed cases to RFE or Transferred. But the number of approvals has not changed.

Well anyways that's life.
 
The backlogs are providing tremendous job security to those officers. They don't want to lose that security by reducing their guaranteed future working hours. Hence the RFE's and 2nd FP's.
