Good or bad, when files transfer from Nebraska to Local offices?

I am not quite sure but from seeing the timelines of people in this forum it seems a good sign when the application file transferred from the Nebraska office to regional offices. Is that the right observation? What qualifies those transfer and what is not?

Mine is not transfered. I posted the question if there is any specific reason between cases that makes one to be transfered while not the other.

Ayslum grant: Apr/2002
I-485 application: Feb/2005
BIO(code 1): Aug/2005
BIO(code 2): Oct/2005
Medical: Feb/2006
BIO(code 1): Feb/2007
LUD 02/26/07
GC: Waiting
 
well, their could be various reasons to transfer the file to local office, may be they have some questions needed to be answered about your case. But most likely if they have some problem with your FBI background check, service centre will transfer the file to local office for further questioning, now local adjudicator will interview you and make a decision. Good Luck though !!:)
