The fees have been reduced to $20 (for those who have acquired US citizenship prior to June 1, 2010) and also surrender certificate is not required if you have cancelled the passport. However penalties are still payable if the Indian passport has been used for travel after obtaining US (or other country) citizenship (max $1250).
The fees go up to $175 for those obtaining US citizenship on or after June 1, 2010. Not clear if the certificate is required if you cancelled the Indian passport within 90 days of obtaining the US Citizenship - (any one has an answer ???).
But bad news for those who have already sent their money ($175): no refunds.
