Good moral character question

I have a question about good moral character. If the offense had to do with a foreign country no arrest or warrant. Would that be a problem for citizenship? Also the 5 years period when does it apply? Do you count from the day you submitted your application for naturalization? Thanks

5 years counting back from the date you submitted the application.

Did you get a ticket or warning for this offense? Or is this something for which there is no record of doing it, and you are concerned about that question "have you EVER committed a crime for which you were not arrested"?
