Going from H1-B to F1, after applying for PERM

Hi everyone,

I am currently on an H1-B, which is about to expire in a little more than a year (October 2009) (this is my second renewal). I am contemplating starting the PERM process through my employer soon. However, I am also contemplating going for an MBA program next fall (I would apply this fall and know the decisions around January 2009).

I am wondering if starting the PERM process could jeopardize my ability to get an F1 visa in the event I decide to go back to school (prior to filing for my I-140). Would applying for the PERM be construed as an "intention to immigrate" or does that start after you file I-140 (which is defined as the "Immigrant Visa Petition"?

If I *were* to go ahead with the PERM and decide to go back to school, would it be better to exit the country and get the F1 stamp or file for a change of status while still in the US?
