Give me info for Birth certificate related probs

Hi all,
I am writing this for one of my friend..His original bithdate and Birthdate on all records are different..he somehow got his birh certificate..B'cos his original birth certificate was not there.But they didn't add his information on records.Do anybody know that on birth certificate cases how INS will work?Like they may use agencies to find out whether it's correct etc..If so he may be in trouble..B'cos His birth certificate office doesn't have any records of him..Please advice...
 
If it is just the difference in birth dates, they might just change the records to the date shown on the birth certificate.

In cases of problems with birth certificates (some countries don't have them), often USCIS will require an 'affidavit of birth'. This is a document where someone who witnessed the birth, but is not a family member, attests that a child was born and that you are this child
