Ginnu, Real_canadian, Gurus - Ac21 Title Issue

First, sorry for lengthy post, but I like to present my situation more clearly for better understanding.

I am planning to file AC21 myself, even though, my lawyer said its is not actually required (but stressed that as long as the new job is same-or-similar I should be ok).

My questions is how does USCIS know that I have changed the job.

What if there is a problem down the road - say, during citizenship. Even if you notify employer change, there is no proof that you send AC21 information (mere fedex maynot be usefull - correct me if I am wrong). But there are even cases where USCIS send NOID or even deny case WITHOUT seeing the letter we sent. In this case, what is the purpose.?????

Anyway...

Here is my GC Labor details:

Programmer Analyst - 030.162.014
Salary = $57,000 per year
Similar Occupation: Software Engineer, Consultant, Programmer, or Analyst

Based on OCC code above, I got the following categories from O*NET website:

o-net codes for "Programmer Analyst"

15-1051.00 Computer Systems Analysts (Crosswalk match for Programmer Analyst)
15-1021.00 Computer Programmers
15-1031.00 Computer Software Engineers, Applications

I am now in hourly basis with no benefits. Considering the GC labor age and high cost of living difference with new employer (I work & live in the same state), I should be able to justify the salary difference.

My job duties are perfectly same - no more / no less.

Based on above data, which is the safe bet for the new title:
1. Programmer/Analyst (Like Labor)
2. Software Engineer
3. Systems Analyst (eventhough this is the crosswalk match but the word "System" makes me think twice).
4. Application Progammer Analyst
5. Suggest

Please respond with your inputs and suggestions. I need to file AC21 immediately.

Thanks
