Getting through to INS??

I need to talk to an immigration information officer.
The series of steps seem...
1. Dial the number
2. Press 1 for English
3. Press 1 for information on a case.
But then the recorded message comes on about the status of the case.
So how does one get on to speak to an officer after that.
