Getting SSN on EAD

We got our EADs and my wife who is on H4 needs to apply for SSN based on the EAD card. Our Passports have been sent to St. Louis for visa revalidation. SSN application form states passport or birth certificate is a valid document to prove age (birth date). My wife doesn’t have a birth certificate, we submitted affidavit for 485. Can she apply for SSN based on any other proof of age or we will have to wait to get the passport back and then apply for SSN ?? Any body out there faced similar situation and found a way around ??

Affidait is good enough.
 
Jharkhandi thanks for your suggestion. Tried it but didn't work. We were told to wait for the passport and then go back with it.

Did you ask for reason of refusal in writing? They cannot deny your wife for SSN if you are going with affidavit.

They said passport is a necessary document in getting SSN ( for non-citizens) so we decided to wait for the passport.
