Getting Ready for US Citizenship - Marriage Question

Hi,

Iam a green card holder currently in US for 4years and 4 months. This year (2009) in june i will be reaching 4yrs 8 months for applying to my US Citizenship.

As Iam not yet married, however Planning to marry soon, who is currently a student holding F1 Visa in US. Please Let me know the ways to get married.

My questions are:

1. When would I proceed to get married? Before applying for US Citizenship? Or After Getting US Citizenship?
2. I heard about V Visa, What is V Visa? Is he eligible to have V Visa, if i married? If so, what are the steps?
3. What are Other different ways Possible?

You need, at a minimum, 5 years minus 30 days. That usually translates to 4 years and 9 months, not 8.
