Getting PIO card after reaching India on tourist VISA for my son

I have applied PIO card for my son (3 months old) on 28th Dec 2007 at SFO consulate. They told me that you will get PIO card by 31st Jan 2008.
But because of urgent job transfer i have to return 2 India by 23rd Jan. Not sure whether I'll recieve PIO card by then. I am planning to apply for tourist VISA for my son. I may no come back to US for next 2-3 years, but tourist VISA for my son is only applicable for 6 months.

My question is:
1. Can I ask my friend to send PIO card for my son later to India ? so that he can continue to stay without any problem. Is this legal? can I do this?

2. Is there way where i can get PIO early from Consulate and get that expidited ?

any suggestions or pointers greatly appreciated.
 
In this situation being unique, I would suggest you go to SF consulate at 540 Arguello Boulevard San Francisco directly and ask them of the case. I am sure they have emergency provisions. I am not sure if PIO also goes to Delhi, I think not, so they may be able to expedite you or give clear pointers. Note down the name of the person you talked to also fr future reference.
 
Thanks, I tried calling SFO consulate, nobody pick up phone. Please provide your opinions on 1st option of mailing PIO card later to India.
 
I have read on folks getting it while in India while on extended stay.So I dont see any problem with that your trying to do.Once in India.I would go to local FRO where you have to register after 180days and check with them if this is ok.I would assume it is.
