Getting new H-1 stamp in UK

My current stamp has expired. I have my new work permit until '07. Can I get the new stamp in England, if I go there for a vaccation? Or do I have to go back to India for that?

If you are/were not a resident of UK then you cannot get H1 visa stamped there.

But isn't it same as stamping it either in Canada or Mexico?

No, canada/mexico have a special deal because of their proximity to US borders. US consulates there have been authorized to issue visas to TCN (third country nationals) resident in the US. No other US posts have been given such an authorization.
US consulates are geared towards providing services to either 1) US citizens or 2) citizens/residents of the country it is located.
