Getting FBI court records

I was arrested by the FBI in 1990, the case was dismissed. I have received my FBI identification record and the case is listed on there. Now while filling out my N-400 it tells me I need an original or court-certified copy of the arrest record. Where do I get this? I have talked to my local FBI field office which was arresting office and venue for my court appearance. They told me they could not provide this information and directed me towards the Clarksburg WV. office, which is where I got my identification record. I don't see any option from them to get any more info than they have already provided.
The attorney that handled my case passed away over ten years ago, and is law firm no longer exists. So contacting him is not an option. This case happened before I received my green card and I relieved the case to the agent processing my green card after I won the lottery and they pulled the info needed to clear me for the card. So I guess they have access to the info, because it has come up while re-entering the USA. If they ask me have I ever been arrested I answer yes, they proceed to take me back to a processing room, run my info and ask me to confirm the arrest.
So should I attempt to file the N-400 without the court copies and proceed with just the FBI identification record, which does list the case number, charge, and sentence. Or do I need to try some how to get the court certified records, and if so can anyone give me advice on how to proceed.
