Getting F-1 Visa when have a valid L1

Hi,
I have a valid stamped L1 visa till Jan 2004.Can this in anyway be helpful in me getting a F-1 Visa.I mean do I have the advantage of using the drop box facility being a holder of a valid L1 Visa.

I plan to get one for my Graduate studies in USA starting August 2003.
I have stamped on my passport a B-1 and and H1 which have already expired.I am in India and wud be going to the Chennai Consulate.

I belive the list of people who can use the drop box is on the ttsvisas.com website. The list varies slightly from one consulate to another in India.
