Getting F-1 on school A and trasferring to School B

My friend got F-1 on school A. he wants to transfer to school B now. he is coming for this Fall semester. Can he change
right away meaning in the first semester itself instead of waiting
till the spring.

I heard that there is a new rule after the sep 11th, that you
should atleast spend a minimum of one semester in the
school that you got your f-1 on before you transfer to
another school.

please clarify.

Generally, a person cannot switch from university to university without obtaining a new I-20. One must also obtain valid approvals from the INS for the transfer or the designated official at the first school must complete paperwork for the transfer process and the second school would have to issue an I-20. In most cases, the INS will not grant the change from one university to another, especially if the person never actually enrolled in the school for which s/he originally indicated s/he was coming to the U.S.

to spend atleast one semester in a school before applying for a trasfer to another school.

I'm in the same situation. I got I-20 from one school and want to transfer to another one. I will take a summer semester at the original so I keep the student status.
Do you know if a summer semester is good enough before I can transfer?
