Getting F-1 in Mexico

I am an international student from India, and have been in the US for 8 yrs. I did my undergrad on F-1 from 1997 to 2000. I worked on practical training from september-2000 to april-2001. In April 2001, I got my H-1 visa. I applied again for my F-1 to get into graduate school in January 2002.

I have been in grad school since, but haven't gone home in a long time. I wish to go this Christmas, and I need an F-1 stamped in my passport. The F-1 from my undergraduate degree expired in 2002.

Is is OK me to go to Mexico (Tijuana) and get this stamped? I live near Los Angeles. My I-20 for graduate school expires June 2006. Please let me know.
