Getting a driver's license with a pending F1?

Hi guys.
I came to Usa at the beginning of the summer with a J1 visa. Later on I decided to study here and applied for F1. My visa status right now is pending. I got my receipt for change of visa status. But I don't have a valid visa right now. I have an international driver's license and I was wondering if I could get a driver's license under these conditions or buy a car with my current international license . If so what documents do I need.

It's mostly state dependent but yes you can. You need to show legal presence which you can do with your I 94 and change of status application. You won't have a new visa after the petition is accepted anyway. You only get the visa stamping outside of the US. You will have F1 status. Your legal presence is substantiated with your I 94.
