get interim EAD at Pittsburgh

I have 2 questions:
1. We didn\'t apply for EAD while filling I485 application. Is it possible to apply for EAD directly at Pittsburgh local office?

2. A friend applied EAD based on OPT on May, and is still waiting. Is it possible to get a interim EAD at Pittsburgh local office with notice date

they do not give any EAD or Advance parole at the pittsburgh INS since may 18-2002

Does this mean everything has to go through VSC? Even for interim EAD and AP?
