Get Green Card without having ECFMG certification?

Hi all,
I am a foreign graduated medical student and I have not passed USMLE exams yet. Can I get GC through EB2 with a job title other than a physician such as medical consultant or research assistant without passing USMLEs ?

If you 'enter the US in order to practice as physician', immigration law requires you to be ECFMG certified.

If you come here to fulfill duties not constituting the practice of medicine, you don't need to be certified.
