get EAD at Chicago local INS office

I have 2 questions to ask.

1 ) Can I get EAD at Chicago local INS office on the spot ANYTIME after getting 485 receipt?

2) Can I use EAD to work for any employer after layoff or if company goes
   bankcrupt?

1) If EAD is not approved in 90 days, u can go and get it directly
   Not before that.
2) I guess after 180 days u can use your EAD for new similar job.

but I did not apply for EAD at the time of filing 485.

In this case, can I also get EAD anytime after getting receipt?
