GC was not recieved

We, a family of 6, got immigrant visa through family sponsorship. Entered US on June 12, 2006, and got welcome notice (I797C) on June 23, 2006. On July 03,2006, we received the GCs for all of us except the one for my daughter.

On August 11, 2006, I phoned the USCIS at 800.375-5283 and told them about what happened. They sent me a letter on August 30, 2006 saying that they sent the GC and was not returned to their office. And I have to file I-90 with the reason that GC was lost, stolen or destroyed. This means I have to pay the fees of $260.

I don’t think it is my mistake. I should file it for the reason that original documents were not received. In this case I don’t have to pay the fees.

Any suggestions on how to proceed?
 
Unfortunately, if your case, you will have to file for the reason that the GC was lost, stolen, or destroyed. This question was already discussed in another place; USCIS policy is that if they sent the GC and did not get it back it is not their fault you did not get the GC, so "never received" reason is not applicable.

However, you can try filing for that reason first, that would be easy to do since it is free, and you should hear from them within 15 days.

In my case, my previous GC was withheld by USCIS in connection with entering the US on a new immigrant visa, and I also had to check "lost, stolen, or destroyed" in my I-90 application, as I was instructed by a letter from the Texas Service Center. I thought I should get a new GC as a holder of a new immigrant visa, I did not receive it, so I tried to file an I-90 for the reason that I never got my authorized GC.
