GC to Citizenship - 3y / 5y, why?

For a employment based GC, the wait time to be eligible for Citizenship is 5 years; whereas for family based GC, the wait time to be eligible for citizenship is 3 years ( if married and remained married to US citizen for 3 years). Why there is a difference in number of years? Why can not one be eligible for citizenship after obtaining GC in some "constant" number of years? In other words, why there is a discrimination in these two cases?
 
Well, that is the way the immigration law is written. Someone married to a US citizen usually has closer ties to US and somehow deserves to become a citizen sooner.
 
The discrimination is something that I can not stand up. US law is based on case law. Why do we accept this? Why can not we lobby and petition to make the things equal? Employment based GC holders contribute directly to the economy of this country. Has anyone thought of getting together and lobbying and put forward to Congress?

There has been lot of changes made in immigration law in recent years after people lobbied and changed the law. This is one more thing that we need to change.
