how long can a green card holder stay outside of USA conitniously. (like eg 6 months , 1 year etc)

As far as I know, you have to come back before 365 days expire and can go back again.

You cannot do this on a regular basis

You cannot do this on a regular basis. If you are away for long periods of time and stay here for a few weeks each year there is a good possibilty that your GC can get cancelled.

How can you be called a "permanent" resident if you do not maintain a primary residence here and pay taxes etc.,
