GC Stamping at local INS office not under the jurisdiction of processing center?

Does anyone know if it is allowed to go for GC stamping to a local office which does not come under the jurisdiction of VSC. e.g. person living in OH (VSC) go for stamping in Dallas or Houston.

If you are living in OHIO, then you can go for stamping in a local office in OHIO even if it is not in the VSC jurisdiction. I am not sure whether you should go for stamping in Texas since you don\'t live there!
