It happened to us but in our case the dependent didn't receive the card. So our Lawyer initiated an enquiry and after a couple of weeks got a letter from VSC telling that her finger print is not identifiable and insisted us to go and give the finger(index) print again(I-89 processing) and as they said in the notice we got the card in 2 weeks.
